Why we think this is a PERM ad (95% confidence): This posting exhibits classic PERM labor-market-test characteristics: it names the specific employer (American Express) and worksite (New York, NY), states exact minimum requirements including 'Bachelors degree in Computer Science, Engineering, Information Systems, or a related STEM field, followed by 5 years of progressively responsible software design, development, testing, and implementation experience' plus mandatory 1-year experience in 19 specific technologies, and instructs applicants to 'send resume and cover letter identifying the job opportunity by title' to a named VP with a specific mail code or apply online with a job number [26013690]. The terse technical requirements list and specific submission instructions are characteristic of PERM advertisements rather than ordinary recruiting posts.
