Why we think this is a PERM ad (92% confidence): The posting specifies an exact degree requirement ('Master's degree in Science, Technology, Engineering, Mechanical Engineering, Industrial Engineering, or Biotechnology Engineering'), names the employer and specific worksite ('Metuchen, NJ and various unanticipated locations throughout the U.S.'), includes a requisition ID ('QE595'), and directs applicants to email a resume to hr@kennedysoft.com. The form-like structure with precise minimum qualifications and application instructions are characteristic of PERM labor-market-test advertisements.
