Why we think this is a PERM ad (92% confidence): The posting specifies exact minimum requirements: 'a masters degree or any foreign equivalent degree in Computer Science /Engineering (any), C.I.S or equivalent, plus one year of progressively responsible experience.' It names the employer (Prophecy Consulting Inc) and worksite (Irvine, CA), and uses standardized phrasing like 'foreign equivalent' typical of PERM labor certifications.
